TICONDEROGA — The 16-year-old driver in a double-fatal crash near Ticonderoga was charged Friday with second-degree murder related to the early morning wreck.
Dustin T. St. Andrews, 16, of Putnam was charged with two counts of felony second-degree murder, vehicular manslaughter, criminally negligent homicide, driving while intoxicated and driving under the influence of drugs.
Other charges include vehicular assault, reckless endangerment, grand larceny, burglary, criminal possession of stolen property, criminal sale of marijuana, unauthorized use of a motor vehicle, reckless driving, speeding, failure to keep right and numerous other traffic charges.
The one-car crash in Washington County just south of the Ticonderoga-Putnam town line on April 21 killed Shannon James, 16, of Ticonderoga and Michaella K. Lopes, 16, of Enosburg Falls, Vt.
St. Andrews pleaded not guilty to all charges and was released after the payment of bail.
A 23-count indictment handed up by a Washington County grand jury was unsealed Friday morning.
The indictment said St. Andrews "acted with depraved indifference to human life" by driving toward Ticonderoga at 132 miles an hour while under the influence of drugs and alcohol.

I think he should get life in prison without parole. He obviously has no regard for anyone other than himself or he wouldn’t be behind the wheel while under the influence. I don’t have any sympathy for anyone who drives while under the influence, regardless of age.

Counselling, community service talking to high school students. He has something horrible to live with forever.

He’s sixteen, and that is NOT an adult. I think life in prison would be a terrible waste of a young life. He should do some prison time AND be made to do a LOT of community service including working with crews who clean up the horrific results of such accidents, and working in hospitals to see the effects of drug abuse, etc., etc., etc. I believe that at his age, he can learn something if people care enough to teach him. hugs, Weesprite
